PROBLEM TO BE SOLVED: To apply an optional pattern and roughness by inserting a base material having a fluororesin powder on the surface into a cylindrical surface transfer member and pressing the fluororesin powder layer while heating from the outside of the surface transfer member with a infrared heater to form a fluororesin layer. SOLUTION: The base material 11 having the fluororesin coating on the outermost layer is inserted to the surface transfer member 12 and fixed with a fixing member to be integrated. At this time, a gap of about 20μm is existed between the base material 11 and the surface transfer member 12. The base material 11 and the surface transfer member 12, which are integrated in this way, are heated from the outside of the surface transfer member 12 with the infrared heater 18 to eliminate the gap of about 20μm between the base material 11 and the surface transfer member 12 since the thermal expansion of aluminum constituting the base material is larger than that of Ni constituting the surface transfer member 12 to form the pressurized state of the fluororesin layer. And the fluororesin is softened by the infrared heating for form a film. After that, the base material 11 and the surface transfer member 12 are cooled and base material 11 is pulled out from the surface transfer member 12.
