PROBLEM TO BE SOLVED: To effectively use an electromagnetic wave for an organism by imparting an acting element to the organism including a living body tissue or the like, and applying a prescribed electromagnetic wave to these. SOLUTION: An electromagnetic wave of a wide band frequency generated by an electromagnetic wave generating means is amplified, and its output is supplied to a transmission line, and is applied to an acting part. An electron generated toward a fluorescent plate by an electron gun is also made to collid with the fluorescent plate while changing a course to generate the electromagnetic wave of a wide band by an electric potential plate. Therefore, irradiation of the electromagnetic wave is obtained up to a fairly high frequency. These are applied to the acting part. Active oxygen species act on the acting part as a first acting piece, and a lesion is activated and enlarged, and the bloodstream increases, and inflammation-like reaction increases.
