The device comprises a tank with insertable suction leads (46) that is connected with a container (12), via a compressed air-driven pump (24). The drive pressure of the container is limited to a pre-set value, and is smaller than maximum permitted interior pressure of the container. There is overflow safety device for the container that is built through a liquid-operated valve (70), sealed in the interior of the container's laid inlet opening of an air vent pipe (66). The pump may be a membrane pump, preferably a double-membrane pump.
