PROBLEM TO BE SOLVED: To provide an IC card, a card forming device and a card verifying device for finding and restraining forgery of a face photograph or a signature by replacement. SOLUTION: When an ID card is inserted into an ID card reading device (step 701), a face photograph of the ID card is read by a scanner to obtain a digital image (step 702). When personal information and manufacturer information can be obtained from the read digital image (step 703), the ID card is judged to be genuine (step 704), while when the pieces of the information cannot be obtained, the ID card is judged to be a forgery (step 705).
