PROBLEM TO BE SOLVED: To provide the exchange station equipment in a mobile communication system in which high speed data are processed. SOLUTION: This system is provided with a transmission line interface section that is connected to at least one radio base station, a switch section connecting to the transmission line interface section, a DHO section that is connected to the switch section and conducts diversity handover processing to a mobile station, and an external interface section that is connected to the switch section and conducts external interfacing. The transmission line interface section is connected to the radio base station by an ATM. Furthermore, the transmission line interface section processes a short cell. The diversity handover of the DHO section is conducted by selective synthesis of cells. The selective synthesis is conducted based on reliability information.
