PROBLEM TO BE SOLVED: To obtain an aqueous dispersion which has excellent storage stability and can form coating films having excellent adhesion, long-term durability of weatherability, alkali resistance, resistance to organic chemicals, hot-water resistance, staining resistance, etc., and transparency and high hardness by dispersing a polymer containing a polyorganosiloxane component and a vinyl polymer component and a fine particles of a semiconductor having photocatalysis in an aqueous medium. SOLUTION: The polyorganosiloxane component (A) is represented by the formula: (R<1> )n Si(OR<2> )4-n (R<1> is a 1-8C organic group; R<2> is a 1-5C alkyl or a 1-4C acyl; and n is 0-2) and is exemplified by tetramethoxysilane. The vinyl polymer component has a backbone comprising a vinyl polymer and having 2-20 hydrolyzable silyl groups and hydrosilyl groups as terminals and side chains. The mean particle diameter of polymer A is 0.01-100μm. The semiconductor (B) having photocatalysis is exemplified by TiO2 or ZnO2 . The amount of component B used is 1-500 pts.wt. per 100 pts.wt. organosilane in polymer A.
