PROBLEM TO BE SOLVED: To obtain a resin composition capable of providing a hydrophilic urethane resin solid excellent in water-resistance, alkali resistance and durability. SOLUTION: This composition is a hydrophilic urethane resin composition whose main component is an urethane prepolymer with a terminal NCO group obtained by reacting a hydrophilic polyol with an organic polyisocyanate compound in the reaction equivalent ratio NCO/OH of >=1.5, wherein the terminal secondary hydroxyl group ratio in the hydrophilic polyol, or the sum of the terminal secondary hydroxyl group ratio and terminal tertiary hydroxyl group ratio is >=60% and the organic polyisocyanate compound is a polycyclic polyisocyanate compound.
