PROBLEM TO BE SOLVED: To change an orientation to a false target from a control object by making an assembly of substances emitting radiation within an infrared range and an assembly of substances capable of scattering radar waves simultaneously exert effects at correct positions as a false target. SOLUTION: A radar chaff made of dipoles formed by bundling, in a round, glass fibers having diameters of 10-100μm and coated with aluminum or silver for protection against heat is used as a radar wave active mass 21. A wrap made of thin aluminum can be replace with a covering made of paper or cardboard in order that even if the radar active mass 21 is launched from a shell of a false target bullet, the mass 21 is not separated immediately, and remains together until detonation/disintegration charge is burned. By this construction, a whole energy of the charge is assured to act on the radar wave active mass 21.
