The device consists of two half-shells (16) which are positioned around the turbine. The half-shells are linked axially to the outer casing (3) of the turbine engine by the inter-penetration of interior annular connection elements which are solidly attached to the frame and exterior annular connection elements solidly attached to each of the half-shells. The inter-penetration is achieved with movement in a plane perpendicular to the geometrical axis (2) of the turbine engine and relies upon the exterior connection elements having a handle turned radially towards the outside and a number of locking teeth (62) arranged on the outer frame. The locking teeth each have a closed position in which they offer limited play, and an open position. The locking teeth are regularly distributed with a sufficient linear density along the length of the circumference of the outer casing of the turbine engine.
