The present invention describes an apparatus to convert and to graduate non-interlaced VGA signal to interlaced TV signal, adequated to be exhibited on a TV video screen. Apparatus includes an analog to digital converter, a descending graduation vertical device, an ascending graduation vertical device, a descending graduation horizontal device, an ascending graduation horizontal device, a memory unit, a memory controller, and a digital to analog converter. Apparatus is capable of graduating non-interlaced VGA signal to interlaced TV signal with any graduated size desired, both on horizontal direction and on vertical direction to accomplish TV screen exhibition operating requirement.
