The resources access authorisation method allocates channels amongst a group of elements (SMn). There are a series of steps finding the group of active elements, a second inactive group, and a third reserve set, as a function of an activity criteria (ACTn) associated with each element. Following determination of the different groups, the resources are allocated in an optimum manner. The cycle of finding active sets and allocations is repeated at intervals.
