A call setup signal, sent from a base station to a mobile station, in a two-way radio communication system has a greater link margin than speech signals over the same path. Consequently, the user of a mobile station can be alerted to another party's wish to communicate even when the path between the base and mobile stations is too poor to support speech communication. However, the user can respond to the alert by taking some action to improve the path, for example extending an antenna or moving to a new location. A first embodiment comprises a low-power mobile radio system and a second embodiment is incorporated in a satellite mobile telephone system.

|
