PURPOSE:To eliminate the isolated point noise of a restored picture and to increase the processing speed by providing a picture element energy minimizing part which estimates picture element values and a picture output part which outputs picture elements obtained from estimated picture element values as the restored picture. CONSTITUTION:An input picture 1 is inputted to a parameter setting part 2 and a picture element energy minimizing part 5. The picture inputted to the parameter setting part 2 is inputted to a function parameter determining part 21 and a picture element difference part 22, and the function parameter determining part 21 subjects the inputted picture to space frequency analysis to output a large value for the picture of strong discontinuity or a small value for the picture of weak discontinuity to a coefficient control part 23. The coefficient is controlled to suppress leading-in. Thus, the restored picture where the isolated point noise does not remain is obtained, and the processing speed is increased. |
