The invention is to install the preheating rooms accepting metal scrap on top of arc furnace. In the preheating apparatus on top of scrap furnace that the exhaust of arc furnace will flow through the preheating rooms, employing the cooling water flowing through the preheating chamber wall to prevent the melting attachment of metal scrap. The preheating apparatus on top of scrap furnace for the same purpose could have laid fireproof material on the inner side of preheating chamber wall at the time for cooling chamber wall by cooling water.
