SUBSTANCE: system that has on sending end switch 5, clock generator 7, polynomial coder 8, frequency oscillator unit 9, variable-frequency allocator 10, coding unit 12, channel state estimating unit 13, matching unit 14; and on receiving end, matching unit 17, frequency coder 18, variable-frequency allocator 21, AND gates 22<SB>f</SB>-22<SB>H</SB>, decoding units 22<SB>f</SB>-22<SB>H</SB>, and data output unit 25 is provided, in addition, with trigger-starting unit 4, address shaper 6, and sync signal shaper 11 on sending end, as well as sync signal selector 19, clock pulse generator unit 20, and address decoder of receiving end.
