PROBLEM TO BE SOLVED: To conduct recovery type congestion control and avoidance type congestion control simultaneously. SOLUTION: A request band acquisition means 1 acquires a request transmission band for congestion avoidance type data transfer based on control information exchanged between applications prior to data transfer. A transmission band estimate means 2 estimates a transmission band for congestion avoidance type data transfer based on the control information exchanged between applications prior to data transfer. A management information storage means 3 stores management information for all of congestion avoidance type data transfer and congestion recovery type data transfer that use the transmission channel band at present. A transmission band assignment means 4 discriminates the propriety of execution of data transfer based on the remaining transmission channel band and the requested transmission band for data transfer requested newly and assigns the transmission band to the congestion avoidance type data transfer requested newly. A data transfer instruction means 5 instructs transmission to the application as to new data transfer request.
