PROBLEM TO BE SOLVED: To give proper support to respective places of refuge by accurately grasping the states of many places of refuge which accommodate refugees in case of a disaster, etc. SOLUTION: An administration-side device and refuge-place devices 3 installed in many places of refuge are mutually connected by a communication network 2 and each refuge place device 3 is equipped with a CPU 31, an input device 32, an optical character recognition device 33, a secondary storage device 34, a memory 35, a printer 36, a display 37, a communication controller 38, and a power source. A refugee enters the name, age, and whether food, a bed, etc., are necessary or not into a card as individual information and they are inputted through the optical character recognition device 33 or the input device 32 such as a keyboard. The device 3 totalizes individual information and calculates and sends the quantities of necessary articles to the administration-side device. The administration then gives support to the places of refuge. |
