PROBLEM TO BE SOLVED: To attain efficient random access by dividing a sequence of an object being a component of an image and consisting of layers of a specific number or over into pluralities of groups and coding them. SOLUTION: The coder is provided with a frame memory that receives an image and a coding means that divides a sequence of an object being a component of the image consisting of one layer or over into pluralities of groups and codes them. Image data to be coded are given to a VO(Video Object) configuration section 1, which configures a VO being a sequence of each object being components of the image and provides an output of the VO to VOP(Video Object Plane) configuration sections 21 -2N. For example, in the case that image data to be coded consist of a sequence of an independent background F1 and a sequence of a foreground F2, the VO configuration section 1 outputs a sequence of, e.g. the foreground F2 to the VOP configuration section 21 as V0#1 and outputs a sequence of the background F1 to the VOP configuration section 22 as VO#2.
