SOLUTION: When license information including application identification(ID) information (1) for specifying an application program to be used by the user, the using time (2) of the application program and user ID information (3) for identifying the user is inputted (S210, S220), the information is transferred to a ticket issuing program (S230). The ticket issuing program judges whether the application program is usable or not, and when the program is usable, calculates a charging amount based on the using time (S240 to S270) and issues a ticket and charging information (S280). When the ticket and the charging information are issued, the application program is executed and charging is also executed (S290 to S310). |
