PROBLEM TO BE SOLVED: To prevent irregular density at a solid image part and surface fogging at a non-printing part in the case of high-speed printing in a developing device. SOLUTION: This device is provided with a housing 24, a developing roller 4 sticking toner 6 stored in the housing 24 to a photoreceptor 3, a toner regulating blade 9 regulating the layer thickness of the toner on the roller 4, and a toner supply roller 5 rotated in the same direction as the roller 4 in a state where it abuts on the roller 4 and supplying the toner 6 from the housing 24 to the roller 4 while its peripheral surface is moved in a relative direction to the peripheral surface of the roller 4. The biting amount of the roller 5 on the roller 4 is set to 0.7 to 0.9 mm and the circumferential speed ratio of the rollers 5 and 4 is set to 0.3 to 0.4.
