PROBLEM TO BE SOLVED: To provide the image area separation device where image quality is improved by eliminating dirt by toner on a white background without having effect on dots at a low density. SOLUTION: The device is provided with a dot separation circuit 203 having a white background separate section 304 that detects a background of an image based on the density of m×m dots (m is an integer) around a notice pixel in the case of separating a character part and a pattern part of received image data, a different threshold level is selected for the white background and the non-white-background based on the processing result of the white background separate section 304 and isolation points of the image due to dirt by toner or the like are eliminated based on the processing result of the white background separate section 304.
