PROBLEM TO BE SOLVED: To evade the deterioration of image quality as much as possible by making respective transponders transmit multiplex code strings neither too much nor too little in a moving image encoder for encoding plural moving image signals, multiplexing them for the respective transponders of an output destination further and outputting them to the plural transponders. SOLUTION: A program transmission controller 13 outputs the correspondence relation of the moving image signals V0-V9 and the transponders C0 and C1 for uniformly allocating the required bit rate of the respective moving image signals V0-V9 in respective time bands to the transponders C0 and C1. Encoding means 10-0-10-9 encode the moving image signals V0-V9 and a multiplex means 11 multiplexes code strings corresponding to the correspondence relation outputted from the program transmission controller 13 and outputs them to the transponders C0 and C1.
