PROBLEM TO BE SOLVED: To provide a device for moving an electric charge from a conductive element to a rotary element. SOLUTION: This device is provided with a main body including a drawn molded composite member having a large number of conductive fibers 102 provided together with a polymer matrix 104. The plural conductive fibers 102 are oriented in the longitudinal direction of the drawn molded composite member in the polymer matrix 104. Each of the fibers is stretched in the nearly parallel direction being parallel with a first shaft. The main body has a first contact region. Further, an opening 106 is formed in the main body which includes a supporting body and a second contact region surrounding the opening far away from the first contact region. The suporting body is fixed in the main body to support it. The first contact region is for contacting with a conductive element and the second contact region is for contacting with a rotary element. A fibrillated part coincides with at least one of the first and second contact regions.
