Cosmetic composition for topical application to the skin comprising a cyclodextrin compound and a salicylic acid or salicylic acid derivative, wherein the composition is in the form of a water-in-silicone emulsion having a continuous silicone oil-containing phase and a discontinuous aqueous phase. The compositions herein provide improved anti-acne/anti-inflammatory activity together with reduced skin irritation.
