PROBLEM TO BE SOLVED: To provide an image receiving sheet manufacturing apparatus capable of manufacturing an image receiving sheet by excluding adverse influence to image transfer of offset inhibitor for constituting an image receiving layer. SOLUTION: The apparatus for manufacturing the image receiving sheet comprises a coating means 20 and a fixing means 24. The means 20 coats one surface of a base material sheet 7 with powder paint composition constituted to contain resin of its main component and offset inhibitor having a higher melting point than that of the resin. The means 24 has a fixing roller 23. The roller 23 has a pair of rollers 21, 22 and a heating means in the roller 22. A heating temperature of the heating means is higher than the melting point of the resin and lower than that of the inhibitor.
