PROBLEM TO BE SOLVED: To prevent the passivation of a catalyst in an anode and cathode side caused by oxygen generated in the anode side at the time of applying current. SOLUTION: Relating to the solid electrolytic element, the cathode 13 is constituted of a cathodic catalyst layer 11 formed from a catalyst made of a platinum group metal or the metal oxide of the platinum group metal in the quantity of a catalyst corresponding to 0.3-3.0 mg/cm<2> thickness on one surface of the film 10 and a 1st porous base material 12 having water permeability and the anode 16 is constituted of an anodic catalyst layer 14 formed in the quantity of a catalyst corresponding to 0.3-3.0 mg/cm<2> thickness on another surface of the film 10 and a 2nd porous base material 15 mutually having <=2.0 mm gap between conductive members having water permeability.
