The container has an inner wall and an outer wall enclosing the inner wall at a distance. A pipe forming a lower outlet consists of an inner pipe and an outer pipe with a valve (19) on the end of the inner pipe remote from the container. The outer pipe opens into a protective housing (20) tightly enclosing the valve. The spaces between the walls and pipes and the interior of the protective housing are monitored for leaks. A conveyor pipe (18) passing from the valve outwards through the protective housing in a sealed manner contains at least one valve (21,22) in its external section. The internal valve is biased closed and is opened against the bias force by a controller when the outer valves are opened and no leakage is detected in the monitored spaces.
