PROBLEM TO BE SOLVED: To generate a pumping loss effectively and assist braking force at the time of deceleration effectively by closing either of an intake valve or an exhaust valve and opening the valve which is not closed, once in one rotation, and controlling its lift amount so as to be a prescribed value when the operation of an anti-lock braking system is detected. SOLUTION: When an accelerator pedal is not depressed, whether a brake pedal 61 is depressed or not is discriminated by a driving condition detection means 51 in a control unit 50, and if the braking pedal is not actuated, the lift amount of an intake valve 10 is set so as to be a prescribed value (for example, 0.7 time) against the maximum life amount. As a result, negative pressure is generated in a combustion chamber 3, and engine braking due to a pumping loss is functioned. If depressing the brake pedal 61 is discriminated, pedal force of the brake pedal is discriminated by a brake pedal force detection means 62, the lift amount of the intake valve 10 is determined so as to activated strong engine braking by a compression action in an ABS operating area, and a control signal is outputted.
