As a result, negative pressure is generated in a combustion chamber 3, and engine braking due to a pumping loss is functioned. If depressing the brake pedal 61 is discriminated, pedal force of the brake pedal is discriminated by a brake pedal force detection means 62, the lift amount of the intake valve 10 is determined so as to activated strong engine braking by a compression action in an ABS operating area, and a control signal is outputted.
