PROBLEM TO BE SOLVED: To increase the energy efficiency of heating by decreasing the amount of the heat that shifts from a floor to the outside of a room and by increasing the amount of the heat which shifts from the floor to the inside of the room at the same time. SOLUTION: In a heating panel 1 having a heat medium circulating pipe 4, a heat insulating material which has a lower heat transfer rate than air, specifically the heat insulating material comprising ultrafine powder particles that has a maximum particle diameter of the primary particle of 30nμm or smaller (silica, titanium oxide, aluminum oxide, and iron oxide, for example), the heat insulating material comprising the ultra fine powder particles that are dispersed in an organic binder, or the heat insulating material 6 comprising the ultrafine powder particles that are packed in a tare are arranged at the back side of the panel of the pipe 4.
