PROBLEM TO BE SOLVED: To obtain a composition which can give a cured coating film excellent in stainproofness, antifogging properties, transparency, weathering resistance, durability, etc., by including a specified partially hydrolyzed organosiloxane, nonionic and/or anionic surfactants and a specified amount of an optical semiconductor and water. SOLUTION: This composition comprises a partially hydrolyzed organosiloxane represented by the average compositional formula: R<2> a SiOb (OR<1> )c (OH)d and having a weight-average molecular weight of 600-5,000 (in terms of the PS), at least either of nonionic and anionic surfactants, a nonionic surfactant desirably having an average HLB of 9 or above, an optical semiconductor having a mean primary particle diameter of desirably 0.01-0.03μm, being desirably titanium oxide and used in an amount of 5-80 wt.% based on the total solids of the composition and water. In the formula, R<1> and R<2> are each a monovalent hydrocarbon group; 0<=a<=3; 0<b<2; 0<c<4; 0<d<4; and a+2b+c+d=4.
