PROBLEM TO BE SOLVED: To prevent production of other toxic substances in a dechlorinating process by allowing, for example, an alkali metal or alkaline earth metal to react with polybiphenyl chloride to dechlorinate and then decomposing the reaction product by biological treatment. SOLUTION: The liquid to be treated containing polybiphenyl chloride and an insulating oil is supplied to a reaction tank 1, while metal sodium is supplied from a sodium reservoir 3 to the reaction tank 1 to allow the sodium to react with the polybiphenyl chloride. By this reaction, org. byproducts such as biphenyl and sodium chloride are produced and supplied to the next separating and recovering process. Further, the product is supplied to an extracting tank 4, where the biphenyl, org. byproducts and sodium chloride are separated by extraction and supplied to a pH controlling tank 6 and controlled. The treated liquid containing byproducts and sodium chloride is supplied to a reservoir 10 and further supplied to a biological treating device 11. The org. products such as biphenyl are decomposed by bacteria. |
