PROBLEM TO BE SOLVED: To maintain the surface to be highly hydrophilic for a long period of time by forming a layer containing a photocatalytic oxide via an acrylic silicone resin layer on the surface of a base material, and giving the surface layer a hydrophilic property in accordance with the optical pumping of a photocatalyst. SOLUTION: A layer containing a photocatalytic oxide is formed on the surface of a base material via an acrylic silicone resin layer, and a hydrophilic property is given to the surface layer by the agency of the optical pumping of a photocatalyst and the formation and increase of a water absorptive layer based thereon. The high hydrophilic property is made 10 deg. or lower in terms of a water contact angle. The film thickness of the surface layer is made to be 0.2μm or lower, and the content of silicone of the acrylic silicone resin layer is preferably 5-80%. The method of forming such an acrylic silicone resin layer is such that, e.g. an acrylic silicone resin emulsion is applied on the base material surface before being subjected to heat- treatment at a temperature of about 180 deg.C or lower. Also, the formation of the surface layer is conducted by a sol application calculation method, an organic titanate method, and electron beam evaporation method in the case where the photocatalyst is an anatase type titanium oxide.
