PROBLEM TO BE SOLVED: To simultaneously perform removal of a foreign matter such as fat and oil and phosphate treatment in one stage, and quickly and easily perform them by eliminating a pretreatment process by polishing a surface of metal or nonmetal by a physical means by using a phosphate, simultaneously covering the surface with the phosphate, and forming a coating film. SOLUTION: Though a phosphate is used as an abrasive, the abrasive has a function as a coating film material at the same time, and barbosarite is particularly desirable. When polishing processing is performed by the barbosarite being an abrasive and coating film material, a surface is cleaned with a projection/recess, and in the size of the projection/recess, a width is about 3μm and a depth is about 20μm and painting adhesion is improved by an anchoring effect. When the polishing processing is performed by the barbosarite of a coating film material and abrasive, the barbosarite itself is embedded in a raw material, and is strongly stuck such as being unreleasable even by a tape release. The barbosarite also protects a surface of a workpiece from corrosion since it is excellent in base resistance and is also strong in a strong acid, and improves even corrosion resistance.
