PROBLEM TO BE SOLVED: To secure safety and to perform access control in consideration of user's convenience without greatly altering a current system. SOLUTION: When the access control unit 10 is accessed by a user terminal through a network 70, a password decision part 700 compares a password and a user's name with previously registered ones and does not reject the access even if they do not match each other, an access right decision part 800 sends the user name and additional information to a total authentication server through the network 70, and the access is allowed when the total authentication server makes a positive decision. Consequently, the user can access all access control units with one piece of additional information without setting passwords by the access control units 10.
