In two superimposing cellular communication systems using the same frequencies, whereby the additional cellular communication system was not considered in the frequency planning of one of the cellular communication systems, frequencies are to be allocated to the additional cellular communication system in a way that they do not interfere with the system and only cause small disturbances. For determining and selecting frequencies a method and a device are provided whereby by means of determining a medium field strength f1'(), f2'(),...,fi'() of each possible frequency (i = 1,2,...,n), by means of selecting a number (N) of suitable frequencies and the medium value of which, a degree of quality is calculated. In dependence on the quality a new determination of the medium field strengths of each frequency is postponed in terms of time, for being able to react on changes faster or slower. By selecting the values for good quality, interferences with the superimposed system are obtained. A device and a method are provided, which are flexible, involve only low interferences and disturbances and which are easy to implement.
