PROBLEM TO BE SOLVED: To accurately execute packet transmission evaluation in each msec unit such as the inspection of receiving side processing by transmitting a succeeding communication packet after 100 msec from the transmission of one asynchronous communication packet. SOLUTION: A transmitting information selecting part 12 selects at least two commands. A transmitting interval setting part 13 sets up the transmission interval of at least two signals selected by the selecting part 12. A transmission button 14 operates timing for starting continuous transmission. A transmission/ reception control block 15 continuously transmits the two commands selected by the selecting part 12 at the transmission interval set up by the setting part 13 in accordance with the transmitting operation started by the button 14.
