PROBLEM TO BE SOLVED: To maintain accurately tracking against survey data merged due to low resolution by providing a calculator of cluster-averaged survey data number and the like calculating average number of survey data in a cluster. SOLUTION: A calculator of cluster-averaged survey data number 15 calculates average number of survey data in a cluster consisting of a target prediction existence range of a plurality of tracks. A cluster-merged survey data judger 16 judges whether or not the survey data from a first target observation device 1 is merged survey data of a plurality of targets due to low resolution based on the averaged number of the survey data in a cluster. A cluster survey data duplication calculator 17 calculates the duplication of the survey data using the number of target predication existence range of the track including the merged survey data. A copy dimension calculator 18 of the merged survey data copies the dimensions of the merged survey data based on the duplication degree and allocates the copied merged survey data to the target prediction existence range of the individual tracks containing the merged survey data.
