PROBLEM TO BE SOLVED: To supervise whether a speed during driving a control object which has a speed pattern that is preliminarily defined coincides with a set speed or not and to improve driving accuracy, etc., of the control object. SOLUTION: An encoder 3 detects the rotational angle of a rotary body 1. A speed signal generating part 4 generates a speed signal VR in a fixed cycle according to a set signal that is preliminarily set, and a clock signal generating part 6 generates a clock signal X2 in a frequency that corresponds to the signal VR. A speed deciding part 10 counts the input number of the signals X2 which are inputted in one cycle of an angle signal X1 from the encoder 3 and generates a decision signal Y that shows that a speed is normal if it coincides with a set value.
