The particles containing cellulose and bonding agent are contained in a hopper (1) from where they are conveyed to an orienteering unit (4), via a unit (2), above the continuously moving base (10). The space between the orienteering unit and continuously moving base is higher than the upper side of the fibrous web being formed. The orienteering unit consists of several fan-shaped compartmented rollers (7) at right angles and contrary to the direction in which the base is continuously moving and spaced horizontally apart. The aligning surfaces (8) defining the separate compartments (9) are impervious to air and are curved and or angled near their free ends contrary to the direction in which the base is continuously moving.
