PROBLEM TO BE SOLVED: To connect a call between a caller who is connected to a PSTN and a network station that has a temporary address by providing each service provider with at least one packet telephone register. SOLUTION: A subscriber station 1 is attached to a public exchange telephone network 10, a terminal 2 is connected to a local area network 4, and the network 4 is connected to a router 3 that has access to an internet network 20. The network 20 and the PSTN 10 are connected through an internet/PSTN gateway 30, and the gateway processes an internet from the internet and the network 10 and a call control signal to the network 10 and performs conversion between voice which is transmitted on the network 20 and is made into a packet and analog which is transmitted on the PSTN 10 or voice that is subjected to pulse code modulation.
