PROBLEM TO BE SOLVED: To provide a solid electrolyte with high ionic conductivity, high uniformity, high ionic conductivity especially at low temperature, using a polymer having solid strength sufficient to use as the solid electrolyte of an electrochemical element as a matrix, and provide an electrochemical element, especially a nonaqueous secondary battery using this solid electrolyte. SOLUTION: In a polymer solid electrolyte using a polymer as a matrix, a polymer solid electrolyte contains at least a double salt of Lewis acid represented by formula, LiXFn (wherein X is B, P, As, or Sb, when X is B, n is 4, and when X is P, As, or Sb, n is 6), a cyclic carbonate and an acyclic carbonate, and the volume ratio of the cyclic carbonate and the acyclic carbonate is less than 1.
