PROBLEM TO BE SOLVED: To operate the transmission of data corresponding to the request or learning level of a user and to construct an environment corresponding to the user without troubling the user. SOLUTION: Virtual environment setting desired by a user is stored in a list 31. Program information is received, and supplied to a program detail capturing part 36. A program is received, and supplied to a capture part 35. The list 31 is compared with the program information, and when the program supplied to the capture part 35 is made coincident with the list 31, the program is stored in a buffer 39. The install method of the program is acquired from the program information by an install method capturing part 38, and the install is operated by a virtual environment setting part 40. A system resource is checked by a system resource checking part 42, and when any resource necessary for activating the program is absent, an instruction is transmitted to a communication port 14 so that a necessary resource is received.
