摘要 PROBLEM TO BE SOLVED: To operate switching to the shape of an adaptive and appropriate retrieval area through a simple arithmetic operation by using the efficiency of an inter-frame prediction calculated by selecting a moving vector with minimum prediction error. SOLUTION: In a retrieval area decision circuit 12, a retrieval area shape is determined from prediction efficiency in a coded frame calculated by a prediction efficiency calculating circuit 11, and each retrieval area is assigned to (n) pieces of moving vector detecting circuits 2-1,..., 2-n. In a prediction error judging circuit 13, a moving vector with minimum prediction error is selected from among the moving vectors detected by the plural moving vector detecting circuits 2-1,..., 2-n, and the moving vector is outputted to a movement compensation prediction circuit 4, and the information of a prediction error for the moving vector is outputted to a prediction efficiency calculating circuit 11 and an encoding mode decision circuit 3. Thus, an exact moving vector can be detected even in a small moving vector retrieval area, and a circuit scale can be reduced.
