PROBLEM TO BE SOLVED: To quickly process muddy water so as to improve the efficiency of processing muddy water. SOLUTION: An underdrainage pipe cluster 17 of plural drain pipes 25 bundled together is buried in a water collecting layer 14, and a conduit cluster 18 of plural drain pipes 25 bundled together is erected on the water collecting layer 14 in such a manner that the lower end part 18a is partially buried in a filter layer 16 and the upper end part 18b is projected over the water level. Accordingly, the muddy water 2 is passed through the settled filter surface 15 and the lower end surface 18c of the conduit cluster 18 adjacent to the water collecting layer 14, and filtered water is discharged to the outside of a storage tank S by the underdrainage pipe cluster 17, whereby the muddy water 2 can be quickly processed so as to improve the efficiency of processing the muddy water 2.
