FIELD: petroleum derivatives. SUBSTANCE: oil is agitated with stabilizer, water, and II or III group metal compound. Stabilizer, which is liquid rubber or latex of copolymer of diene, vinyl, or diene and vinyl monomers with carboxyl-containing monomers, is taken in amounts from 0.3 to 5% based on weight of oil (on conversion to solid part of stabilizer). Oil/water weight ratio varies from 20:80 to 80:20 and content of II or III group metal from 0.09 to 3.5% of oil weight. Stabilizer can be used in mixture with a surfactant taken in amounts from 0.5 to 3% of oil weight, and also with organic or mineral filler, 0.45 to 7.5%. If paraffin is used as filler, paraffin and stabilizer, prior to be mixed, are heated to 60-65 C. Stable emulsion can be prepared for 1- 1.5 hr.
