PROBLEM TO BE SOLVED: To provide a method for controlling the mechanical strength of soil cement to a predetermined value by adjusting the amount of water to be added to the soil according to the water content of the soil. SOLUTION: This method comprises controlling the mechanical strength of soil cement produced in such a manner that the soil, cement and water are mixed together and subsequently hardened, determining the weight ratio of the cement to water corresponding to the aimed mechanical strength of the soil cement (S3), deducting the water content in the soil from the amount of water determined from the above ratio (S6), and blending the same amount of water as the above difference in S6 (S7). A water content-controlling substance may be blended with the soil for adjusting the water content of the soil.
