The inlaid new picture section is data reduced using the same block coding method as the video data stream. The data stream of the new picture section is copied in at the predetermined location of the video data stream in lieu of the removed data blocks of the originating data stream. Preferably, the video data stream is data reduced using the MPEG coding method.
