<p>PROBLEM TO BE SOLVED: To suppress dual taggings, etc., to a tagged cell by observing a tagging state of an input cell and preferentially abandoning a tagged cell or an untagged cell at the time of shaping an input cell, when an output information band is equal to or less than an input information band. SOLUTION: A tagging observing means 14 observes the kinds of a tagged cell, non-tagging cell and an untagged cell in each cell to be inputted and notified the result to a tagging/cell-abandoning means 11. The means 11 inputs a cell in a band which is equal to or less than a minimum insurance band that is allocated to each transmission source to a cell buffer circuit 12, without performing tagging that shows cell priority abandonment. A buffer threshold observing/abandonment instructing means 13 observes a receiving room of the circuit 12 and performs an abandonment instruction to the means 11 when the receiving room falls below a threshold. This suppresses dual tagging, etc., and selects tagging processing a cell to be preferentially abandoned.</p> |
