PROBLEM TO BE SOLVED: To perform conversion from the picture information of one picture element to one color to the smooth one of one picture element to three primary colors and to provide the picture information of a clear contour by selecting a picture element pair for minimizing a difference value in the eight sets of the picture element pairs across an optional picture element position and turning the average value to the interpolation value of the picture element position. SOLUTION: Attention is paid to the optional picture element position X in the picture information and whether or not interpolation is required for the picture element position X is judged (S1). The picture elements are present at the picture element positions (a)-(h) and the picture element to constitute the picture information is not present at the picture element position X at a center. The eight sets of the picture element pairs oppositely adjacent in a vertical, horizontal or oblique direction across the picture element position X are extracted and the eight difference values|a-b|,|c-d|,|e-f|and|g-h|in the respective picture element pairs are calculated (S2). A set of the picture element pair provided with the minimum difference value, for instance the picture element pair (a) and (b), is selected and the average value (a-b)/2 is turned to the interpolation value of the picture element position X (S3).
