PROBLEM TO BE SOLVED: To prevent the clogging of a nozzle caused by the stickiness of inclusion at the time of continuously casting a low carbon steel or an extra-low carbon steel and to prevent the development of a rust on a product plate produced by rolling the obtd. cast slab caused by Ca. SOLUTION: The form of the inclusion is made to TiO2 or TiO2 -Al2 O3 before adding Ca and is made to a low m.p. complex inclusion of CaO-TiO2 or CaO- TiO2 -Al2 O3 by adding Ca. For this purpose, after containing Ti, Al and Ca in the molten steel just before casting by adjusting so as to satisfy Ti>0.02, Ti/Al>10 and 0.12×T.O<=T.Ca<=0.030 (wherein, Ti is Ti content in the molten steel (wt.%), Al is Al content in the molten steel (wt.%), T.O is total O content in the molten steel (wt.%) and T.Ca is total Ca content in the molten steel (wt.%)).
